Who is this program for?
Imua’s Healthcare Navigator Program staff are here to assist any Hawaii resident who needs help with the Med-QUEST (state Medicaid) application process. We specialize in underserved populations such as lawfully present immigrants, COFA migrants, those being released from incarceration, and homeless populations.
What is the Healthcare Navigator Program?
The Healthcare Navigator Program is designed to help residents in Maui County apply to Med-QUEST. For those who are not eligible for Med-QUEST, we can help them apply for and enroll in the Federal Health Insurance Marketplace (www.healthcare.gov). Many residents may qualify for subsidies, such as Premium Tax Credits (PTC) and Cost Share Reductions (CSR), which can lower the costs related to monthly premiums and out-of-pocket costs like doctor visits, prescription medications, and deductibles.
The program began in July 2019 through a new partnership between Imua Family Services and the Hawaii Island HIV/AIDS Foundation (HIHAF) through their Kokua Services Program (KSP), which is contracted through State of Hawaii DHS Med-QUEST Division. In 2022, Imua began contracting directly with the state to offer assistance with obtaining health insurance to vulnerable communities on Maui, Molokai, and Lanai. This is accomplished through providing assistance with the health insurance enrollment process as well as through providing education to the public to improve basic understanding around health insurance concepts and insurance terminology.
Imua’s Healthcare Navigator Program is a trusted resource with certified staff to assist with both the Med-QUEST and HealthCare.gov applications. The program takes an active part in the community, participating in and spearheading outreach events at shopping centers, farmers markets, grocery stores, university sites, and various health fairs held by employers and community organizations. Our offices are located in Kahului, Lahaina, and Molokai, though all of our assistance is currently being provided either via phone or video conferencing on Zoom due to the ongoing pandemic.
Who is eligible?
If any of the situations below apply to you, you may be eligible for assistance via Med-Quest or the Federal Marketplace through a Special Enrollment Period:

- Lost employer-covered health insurance
- Experienced a change in household income
- Moved from another State or Country
- Got married, had a baby or lost health coverage due to divorce
- Recently released from prison
What you’ll need to determine eligibility for Med-QUEST
For you and all household members you want to apply:

- Full Name(s), Date(s) of Birth, and Social Security Number(s)
- Dates and Amounts of all Income Changes (Unemployment Benefits, Layoff, Furlough, Part/Full-time Work, etc.)
- The date of when your last insurance coverage ended.
